Two questions: Firstly how do these hold up outdoors in windy conditions? Secondly, can they been blown up manually or is it best to use a pump?

They are fine outdoors all you need to do is fill the compartment at the base with water or sand ( I used water because it was easier to put in ). You can blow them up manually, there is a none return valve you fit in to the connection so when you blow in to it the air does not escape but it is a lot easier with a small electric pump.

Any hand or electric pump, preferably electric due to the size of the fully inflated product.

what does it come with

This item is just the bag, there aren’t any separate pieces that come with it. This licensed Nerf accessory is compatible with other Nerf products; darts and blasters sold separately.
